National Agency of Meteorology and Teledetection by Satellite, METTELSAT, is a Public Service in technical and scientific matter, with legal personality and financial autonomy. It is placed under supervision of Transport and Communications Ministry. The role of Agency is monitoring of climatic and weather evolution and determination of natural resources for planning of their management for sustainable development. However, it should be noted that equipment of observation are very old and no qualified personnel. So, activities of geophysics have been stoped for more than fifteen year. One of three sites of geophysics observations was even damged by wars which prevailed in Bunia (1977). 2. ORGANIZATION
By Presidential Ordnance, METTELSAT was created as autonomous service in 1991. It is was born from two services, namely: INM (National Institute of Meteorology, old National weather service, whose creation goes up 1941) and the ERTS-Zaire Program (Studying of earth resources by Satellite). The Agency is placed under supervision of Ministry of Transport and Communications. This one exerts its capacity of supervision by authorization, approval or opposition (after opinion of Inspection committee) METTELSAT is managed with : - Inspection committee - Managing committee - College of Auditors. In addition, METTELSAT has 3 directions.
2.1 Inspection committee Inspection committee is made up of seven members, namely representative of: - Ministry having Transport and Communications in its attributions; - Ministry having Agriculture in its attributions, - Ministry having the Mines and Energies in its attributions, - Ministry having Regional planning in its attributions - Ministry having Environment and Nature conservation in its attributions - "Institut National d'Etudes et des recherches Agronomiques" (INERA), - "Regie des voies aériennes"(RVA) The Inspection committee is chaired by Representative of Ministry having Transport and Communications in its attributions or, in its absence, by Representative of Ministry of Agriculture. Inspection committee takes care of good management of Agency and has most extended capacities to supervise all acts and decisions of Managing committee. It can decide annulations of acts, which do not appear in conformity with social object or with interest of Angecy. Decisions of Inspection committee come into effect only after approval of Supervision Ministry.

2.3 College of Auditors
Auditors are two. They are named and, if necessary, are raised of their functions by President of Republic. They exert their functions according to legislation in force.
2.4 Directions and staff number
METTELSAT have three directions, namely: - Direction of weather Exploitation (DEM) - Direction of Teledetection Applications(DAT) - Directions of Equipements and Infrastructures (DEI) Staff number is of 319 agents distributed as follows: 20 meteorologists of class II, 97 meteorologists of class III, 118 meteorologists of class IV, 5 specialists in teledetection - 1 hydrologist - 7 various specialists (agricultural engineers Ao and A1, chemist, physicist, geologist, geographer, computer scientist) [page up] [Statute and missions] [Organization] [Finances] [Network of meteorological observations] [Products] |

3. FINANCES Financial resources of METTELSAT consist of: Gouvernment endowment registered on Additional Budget of Ministry of Transport and Communications in its attributions, remuneration of studies and services done, aeronautical royalties share, gifts and legacy of any nature. Except special exemption express, Agency is subjected to common right system. |

4. NETWORK OF METEOROLOGICAL OBSERVATIONS
Before independence country counted 125 synoptic stations, more than 700 pluviometric stations, 3 stations of radio operator surveys and 3 stations radiometric. Presently, the network on surface includes 17 synoptic stations. |
